Getting Started

The Hackney Light & Power Solar Scheme is a pioneering initiative that supplies electricity to residents directly from rooftop solar panels. Backed by Hackney Council, it's currently being implemented on blocks of flats across three estates: Whiston, Frampton Park, and Wrens Park. The scheme uses a solution specially designed for installing solar on flats, ‘Solar4Flats’, developed by company Emergent Energy.
It's currently being piloted on three estates: Whiston, Frampton Park, and Wrens Park. By signing up, you'll get some of your electricity generated direct from your rooftop.
The rest of your electricity will be purchased through the same wholesale rates that Hackney Council buys the electricity that it needs for council offices and buildings, like schools and leisure centres.

28 Hackney Council owned blocks of flats across three estates have recently had solar panels installed as part of the scheme. The buildings are:

Both council tenants and leaseholders can join the scheme. If you're a private renter in one of the blocks, you can also sign up as long as you pay your electricity bills directly.
If your landlord pays your bills, you'll need to talk to them about switching on your behalf.

The scheme is open to anyone. If you’re on a low income or benefits, it’s likely that you spend a relatively high proportion of your income on energy. That means that signing up to the solar scheme could be an ideal way to help save you money every month.
Please be aware that customers of the Hackney solar scheme are not eligible for the government backed Warm Homes Discount. If you currently receive this via your existing supplier and are unsure if switching to the solar scheme is right for you, please get in touch. We can help you understand your options.
Signing-Up

By signing up, Emergent Energy will become your electricity supplier. Emergent will supply all the electricity you use. Some of this electricity will be generated right from your rooftop. When no solar is available your electricity will be supplied to you via the national grid, in the usual way.
Once you’ve been through the switching process, you'll pay your electricity bills as normal, but at rates that should save you money. Details on our rates and the savings you can expect to achieve are in the 'Billing' section below.

Signing up is simple. All you need to do is go to our sign-up page, enter your details and press submit.
Once you’ve signed up, we’ll be in touch to arrange swapping your existing electricity meter for a new meter. One that enables you to receive the solar electricity.
We will also let you know when the switchover from your current electricity provider will happen. This will be shortly before the new meter is installed.
Don’t worry, we’ll handle all the paperwork with your existing supplier for you.

We will be signing up customers to the Hackney solar scheme during specific windows only.
The first switching window starts now and lasts until November 31st.
The dates for the second switching window will be set once the first window is completed. It may not begin until after April 2026. Exactly when is determined by a variety of factors.
The sooner you sign up the sooner you start saving money by putting some sunshine in your bank account. So, to maximise your benefits, be sure to sign up soon, and we make sure we get you switched over during the first window.
In fact, we’re even offering bonus incentives to the first one hundred customers who sign up, so don’t delay! These incentives are:

The £80 of credit applies to the electricity you first use when you become a customer.
It will be pre-loaded to your account. Meaning you will only need to start paying once you have used up that £80 of credit.
Our Pricing

All customers of the Hackney Light & Power Solar Scheme will receive the same tariff.
The tariff is structured like any typical electricity tariff. It includes a daily or standing charge, and a charge for each unit of electricity you use.
The tariff and rates we will charge until March 31st 2026 are:
Standing Charge per day (p) = 36.79
Unit Price per kWh = 22.05

No. You pay the same unit rate for all the electricity you use. It doesn't matter if it has been generated directly by the solar panels or delivered to you from the grid.
This means that your savings with us are not dependent on how much solar electricity you happen to use individually. So, if you happen not to use much electricity when the sun is shining, for reasons you can’t control, you won’t lose out.
This approach means that the scheme fair for all of our customers.

Yes. We will be regularly updating our customers on how much solar electricity has been used across the scheme. We'll also make it easy for you to understand how many carbon emissions you have saved by signing up.

If you haven't switched for over a year you're almost certainly overpaying for your energy. That is because you are likely to be on a variable tariff. This is a tariff where the rate is set in line with the standard default tariff rate, set by the energy regulator Ofgem.
In fact, most customers are on variable tariffs that are linked to Ofgem’s default tariff rate.
Ofgem’s current Energy Price Cap (Default Tariff) rates are:
Standing Charge per day (p) = 43.76
Price per kWh (p) = 24.33
Ours are:
Standing Charge per day (p) = 36.79
Price per kWh (p) = 22.05
That means you will be saving 6.97 pence per day for the standing charge and 2.28 pence for every unit of electricity that you use.
We are also competitive in the market against the major national energy suppliers.

Please note that Ofgem update their rates every three months. The next update is due to come into force on October the 1st.

Most residents will be on a variable tariff. One with rates that are effectively set by the energy regulator Ofgem. So you’re likely to see significant savings.
Even if you’re on a fixed tariff you’re also likely to see savings. To see how our prices compare to the market, look here.
Your exact savings will depend on your current tariff and how much electricity you use.
For illustration, a typical household in the UK uses 3,100kWh of electricity a year.
If you use this amount of electricity and pay by direct debit on a tariff that is the same as the Ofgem default tariff rate, you will save £121 a year, or 13% off your bill.
(On the Ofgem default tariff rate you would pay £939/yr. With us you would pay £818/yr.)
If you use this amount of electricity and pay by standard credit on a tariff that is the same as the Ofgem default tariff rate, you will save £190 a year, or 19% off your bill.
(On the Ofgem default tariff rate you would pay £1007/yr. With us you would pay £818/yr.)
Remember, the savings shown here are before the value of the incentives we are offering to our first 100 customers are taken into account.
So if you are one of those first customers then the savings that you can achieve could be £80 higher.

We have fixed our tariff until the 31st of March 2026. At that point, we will set a new unit rate and standing charge for the tariff, that will apply for the following year.
Our scheme is structured so that you can have confidence that you will continue to get good prices for the electricity you buy. Even when the rates change.

Our goal is to offer you strong and sustained bill savings alongside increased energy security. We can’t guarantee that you’ll always have the cheapest bills by sticking with us. Nobody can guarantee that.
The one thing that we can guarantee is that you will be receiving a proportion of your electricity from your rooftop. Nobody else can say that.
This means that, if you switch to us, you can be confident that your bills will always be affordable.
When you switch to a new supplier you will often pay a lower price to begin with. Then you end up paying more when you move on to a variable tariff. One where the price is set by Ofgem’s default tariff cap.
This means that you end up paying more for your energy than you need too. Unless of course you want to switch energy suppliers almost every year.
Our scheme is different. It’s designed to deliver long-term security for you on the price that you pay. We achieve this in 3 ways:
On-site solar supply is the most cost-efficient way to receive electricity
The solar electricity we supply you is generated literally on your rooftop. This means that it doesn’t need to be transported to you across the national grid infrastructure. So we can supply that solar to you at a lower cost than electricity supplied across the national grid. This is because there are costs to transporting electricity.
Of course, not all the electricity we supply you comes from the solar panels. The rest we buy from the grid and resell to you.
We buy the electricity you need from the grid through a large collective buying scheme. Meaning the grid electricity prices are kept low - and we sell it on to you at cost.
You can be confident the price we pay for this electricity will be competitive for two reasons.
We buy it through a very large collective purchasing scheme. The one used by Hackney council and many other councils and public bodies across the country.
These organisations team up to buy electricity together so they can access cheaper prices. Buying so much electricity at one time increases their negotiating power. This means they can access cheaper prices from suppliers than they could achieve individually.
They are also better able to manage how and when the electricity is purchased to get good prices.
Electricity prices change all the time. So, we can’t guarantee that we will always have the cheapest grid prices in the market. But you can be confident the prices will always be competitive
Not least because of regulation set by the government on our solar scheme. We’re not allowed to make a profit on the electricity we supply you from the grid. We have sell it to you for the same price we buy it for. In case it’s not clear enough already, this should convince you we’re not like the other energy suppliers. 😊
We are backed by Hackney Council
In backing this scheme, the council has placed a strong emphasis on ensuring security of outcomes for residents.
This means that there are enforceable contractual protections embedded in the scheme. These exist to ensure that value created by the scheme is returned to residents. This means that our solar electricity generation is ring-fenced from the national energy market.
So, if energy prices were to rise significantly again, like they did when Ukraine was invaded, our prices would stay lower. This is because we would only seek to recover the fair costs involved to run the scheme. We would be sharing the solar benefits between our customers outside of national pricing. This means that your electricity bill would be a lot lower than the market

No. There is no minimum term on our energy supply contracts. And no, we are not planning to charge any exit fees should you decide to switch suppliers and leave the scheme.
By offering the greenest energy you can buy and some of the best pricing in the market we hope that you’ll want to stay with us for a long time.
If you are one of our first 100 customers and decide to leave within six months of joining you may need to repay the £80 of energy credit.
If you do decide to switch away, we’ll be sad to see you go, but we will help arrange switching out your solar smart meter for a standard one with your new supplier.

We charge the same unit rate for all the electricity you use. This includes both the electricity generated directly by the solar panels and the electricity delivered to you from the grid.
Generating electricity using solar panels is cheap to do once they are installed. But it is expensive to buy the panels and have them installed. We charge you to use the solar electricity, to help us pay off the cost of installing the solar panels in the first place.
We install our solar panels in an efficient way. One that uses our new Solar4Flats solution. So we're able to charge low prices for the use of solar to cover low installation costs. This helps us to maximise the savings that we give to you.

While we are regulated, we only supply electricity locally, on schemes like the one you are part of in Hackney. This means that we aren’t subject to the some of the rules that apply to traditional national suppliers. Things like the Ofgem energy price cap.
This is because we are semi-independent from the national grid. This semi-independence is a key reason why you can have confidence you will always get competitive prices from us. We are helping to provide you with energy security at a local level.

No, we only supply electricity. We were set up to help Hackney, the UK and the world transition away from fossil fuels, like gas, as an energy source. A clean energy future is one that is primarily based on using electricity, powered by renewables like solar and wind.
Electricity is set to become the dominant energy source in the UK, and across the planet. This is because the use of technologies like heat pumps and electric vehicles will become widespread.
About Your Energy Supply

Absolutely! We provide your entire electricity supply, just like your current supplier. You'll get electricity from the rooftop solar panels when they're generating.
You'll get electricity from the grid whenever they aren't.

No worries - you'll still have full electricity supply!
When the solar panels aren't generating, we provide electricity from the grid. You won't notice any difference in your supply. Even better, it is sourced from the same energy supplier that is used by Hackney Council, and many other councils across the country. This means that you get to benefit from the economies of scale that come from bulk purchasing. That means that we can pass bill savings on to you, even when the sun isn’t shining.

Yes, you’ll be using solar electricity literally from your rooftop! This is some of the greenest energy available. This is because it doesn't need investments in new cables or pylons. It travels directly from your roof to your flat.

Yes, your electricity supply will be just as reliable as it is now. We use the existing wiring in your block and the national grid infrastructure, so there's no difference in reliability.

We may install batteries for the scheme at a later date, to help ensure we supply as much of the generated solar to customers of the scheme as possible.
However, if we do install them, we won't install them in individual flats. Instead, they'll be connected up in communal areas. So, as a customer you won't really notice any difference in your electricity supply arrangements. Except that is, that you'll continue to receive really good prices.
Later, we might also look to connect other technologies. Things like air source heat pumps and charging points for electric vehicles.
The Switching Process

When you sign up for the scheme, we will arrange a date to come and swap your existing electricity meter for a new meter. One that enables us to share the benefits of the solar electricity with you. We are planning to install meters for customers in the first switching window from the end of September to the end of November.
The new meter is an industry standard smart meter and will be set up to be used in Pay As You Go billing mode (explained further below). The new meter will be in exactly the same location as your existing meter (and may even occupy less space).
Once we have a date for the meter swap, your switch will be processed. The switching date will be shortly before the date we have scheduled for the meter swap. We handle all the paperwork for transferring you to us as your electricity supplier. This includes contacting your current supplier to arrange the transfer on your behalf.
Once your new meter is installed, you’ll receive paperwork from our billing partner Sycous. This will include instructions on how to pay for your electricity.
If you are one of our first 100 customers, the first £80 of credit you use will be free!

We use the existing wiring in the building. The solar panels are already installed on the rooftop of your building. To bring you onboard as customer, the only thing we need to do is install a new meter. This is so that we can match the electricity the usage of customers on the scheme with the locally generated solar energy direct from your rooftop.

Yes. We need to use smart meters that provide a high level of accuracy to track how much solar energy is supplied to customers and how much is exported to the grid. The model of this smart meter we use is called a Pay As You Go Meter (PAYG), because it requires customers pay upfront for their electricity.
We use this model it because gives us highly accurate data on the operation of the scheme at the same time as enabling us to run the scheme cost efficiently. By switching to this type of meter we are better able to deliver you bill savings from the solar energy generated on your rooftop.

Typically, the meter installation process takes around 45 minutes. It can often be quicker. Any interruption caused to your electricity supply during this period will be kept as short as possible. Any interruption of supply should be a maximum of 10 to 15 minutes.

There will be a short interruption to your supply when we swap your existing electricity meter for the one needed for the solar scheme. This shouldn’t be any longer than 10 to 15 minutes. In many cases it will be quicker than that.

You can still join the scheme with a prepayment meter. The Pay as You Go (PAYG) meter technology we use is similar because you need to pay for you energy upfront. But you can do so online and over the phone, as well as via local payment points, like PayPoint. We'll work with you to ensure a smooth transition so you can keep topping up as normal.

No. You’ll be switching to us as your Electricity Supplier, you’ll continue with your gas supplier as normal.

No! We handle everything. We'll contact your current supplier to arrange the switch for you.

If you have credit in your account with your current supplier, the money should be returned to you within 14 days of your final bill. If for some reason they are slow to do so, or you encounter any other issues at all, we are here to help ensure you get the money you are owed smoothly.

If you’ve signed up to a fixed tariff with a supplier in the last year or so, it’s possible they will charge you an exit fee if you leave early. If this is the case for you, you can still sign up, and we can schedule your switch for after period when the exit fees apply.

You can sign up by filling in the form on our website. Alternatively, you can email us using the form at the bottom of this page. Or you can call us on the number given alongside (office hours only). We can then arrange for someone to come and visit you in person.
Once you’ve signed up, we’ll be in touch to arrange your meter installation date, after which we will process your switch.
You will have until the point at which the meter installation date is agreed to change your mind, which will occur no earlier than 14 days after you sign up.
A 14-day cooling off period is the same as with any other energy supplier or similar utility or service provision arrangements (e.g. a mobile phone contract).
Bills and Payments

Our billing system uses a smart Pay as You Go system, meaning you need to pay upfront for the electricity you use. There are various ways in which you can pay, meaning you’re always in control, and can choose whatever option is most convenient for you.
If you’re used to paying by direct debit, you can still carry on paying that way, by setting one up on the system. You can also make ad hoc payments via a website portal, or by visiting top up outlets (for example PayPoint) if you prefer. Once your new meter is installed, you’ll receive all the documentation you need.
This information will come from our billing partner Sycous. It will explain how to top up and how to access information on your energy usage.

Once you are set up on the billing system you will need to set up a user account.
From your user account you can access information about your account online. This includes how much electricity you are using as well as the value of your payments.
The steps to set up your account are simple and will be included in the documentation you receive. This will come from our billing partner Sycous once your new meter is installed.

No. The only things that you will be paying for as a customer are the unit rate and daily standing charge. The charges that will apply until March 31st, 2026, are in the billing section of these FAQs.
Our system operates independently from any rent or service fees that you might be paying. There are no hidden charges, and we are solely responsible for operating and maintaining the solar panels and it's supply to you.
Thanks to investment from Hackney Council the panels are already installed. All we need to do is connect you to the system.

Yes. Our solution is relatively new in the energy industry . The PAYG meter system we use enables us to most accurately measure the electricity supply used on the scheme in the most cost efficient way.
This means that we can pass the maximum amount of bill savings on to you.
You will still enable you to pay with the way that suits you best. That includes regular direct debit payments.
And don’t forget. Our first 100 customers will receive £80 of electricity credit absolutely free.

Yes. Our meters are smart meters, so you’ll be able to see how much energy you are using. The easiest way to see this information will be via a user account you can set up with our billing partner, Sycous.
You can do this by interacting with the smart meter directly. Once your new meter has installed you will receive all the instructions you need. If you already have a smart meter, you’ll know what to expect. If this is going to be your first smart meter and you have any questions at all , just get in touch via phone or email. Or you can chat to our engineers when they are installing your new equipment.

We work with a small number of specialist organisations to operate the scheme. This includes Sycous, who deliver the metering and billing, and an organisation called TMALtd. TMA are accredited within the electricity industry to retrieve and send data from meters.
Only Sycous will have access to your billing data, name and contact details. TMA will only have access to anonymised data.
Besides this, no other organisation will have access to the data except for Emergent.
Tenancy and Property Questions

So long as you pay your energy bills directly, and don’t pay them through a landlord, you should be able to switch.
You may wish to speak to your landlord before signing up as the individual terms of each rental agreement may vary.

If you move to a building that's part of the scheme (see above), we can help you can transfer your account. If you move elsewhere unfortunately, you’ll need a new energy supplier.
The benefits the Hackney solar scheme offers are only available to residents who live in flats where the panels for the scheme have been installed.
Technical Questions

We need to install a new smart meter for each customer in the scheme so that our systems can calculate how much of the electricity generated by the solar panels has been used by the customers. The meters we use are widely used in the electricity industry (millions have been installed across the UK alone). They conform to all relevant industry specifications.

We maintain all the solar panels and equipment - that's included in the service. If there are any issues, we'll fix them at no cost to you.

We monitor all the solar panel systems remotely. If there are any issues, we'll know about them and fix them quickly.

Yes, electricity supply is a regulated activity in the UK. To operate our scheme, we need to abide by various rules that are set by the government.
These rules focus primarily on ensuring protection for customers.

The scheme is designed to run long-term. If anything were to change, you'd be transferred to another supplier with no interruption to your electricity supply.
Consumer protection rules ensure you're always looked after.

Most so-called ‘green energy’ offers from national suppliers involve the suppliers buying certificates from established renewable energy generators located across the country. Very few suppliers actually invest in building new renewable energy technologies themselves.
Essentially no other suppliers enable customers to use renewable electricity that has been generated in their community.
We’re different. The solar electricity we provide to you is generated from solar panels we have installed for the purposes of this project. Literally on the roofs of your community. Every time we expand the scheme to new areas, we will install more solar panels. This helps us create more carbon emission savings, helping to tackle global warming.
At the same time as we will be creating valuable bill savings for new communities.
Our scheme gives you electricity generated on your rooftop. It doesn't get more local or green than that!
